About the Contest
Bałtyk 2 and Bałtyk 3 offshore wind farm projects, developed by Equinor and Polenergia, are an important part of Poland’s energy transition. These investments are closely linked to the local communities in the municipalities where project work is underway, fostering dialogue, cooperation, and the development of local initiatives.
To strengthen dialogue and relationships with local communities, we have launched a contest called “Local Initiatives Powered by Wind Energy”. Its goal is to have a positive impact on local communities, support activities that address the real needs of residents, and create lasting benefits for the region. As part of the contest, we provide funding for initiatives that contribute to the development of education, culture, sports, safety, environmental protection, and the integration of local residents.

Who is eligible to apply for funding?
Entities with legal personality from the municipalities of Ustka, Łeba, and Redzikowo that work for the benefit of local communities may apply for support, in particular:
- Non-governmental organizations (foundations, associations)
- Local government entities and their organizational units
- Schools and educational institutions
- Cultural institutions and libraries
- Rural Housewives’ Associations (KGW)
- Volunteer Fire Brigades (OSP)
- Sports clubs
Project categories
Funding may be awarded to projects in the following categories:
Local community development
- Community-building initiatives that foster social integration.
- Activities aimed at strengthening social capital, civic participation, and collaboration among local residents.
Education and skills development
- Educational projects - particularly those related to renewable energy, the sea, and environmental protection.
- Workshops, training sessions, and activities that develop the professional skills of youth and adults (including those related to the offshore sector).
Environmental protection, biodiversity, and marine conservation
- Initiatives related to the protection of the marine and coastal environment.
- Educational activities on biodiversity, sustainable development, nature conservation, and climate change.
Safety
- Projects that enhance safety in coastal and aquatic areas.
- Support for rescue organizations and emergency services (Volunteer Fire Brigades (OSP), water and maritime rescue services).
- First aid and emergency preparedness training and workshops.
Sports, recreation, and healthy lifestyles
- Initiatives promoting physical activity, health, and recreation.
- Sports events aimed at children, youth, and seniors.
Culture and regional heritage
- The history of coastal regions - the heritage of coastal regions.
- Local cultural events and artistic initiatives.

Frequently Asked Questions
Can a project involving the local community that does not fall under any of the project categories specified in the Rules be awarded funding?
Funding may be awarded only to projects that fall within the categories specified in the Regulations. Projects and activities that do not fall into any of these categories are not eligible for financial support, even if they concern the local community.
Can applications be submitted in paper form?
Applications may only be submitted via the online form.
How many projects will receive funding under this call for proposals?
Under a single call for proposals, funding is planned for approximately 4–8 projects, depending on their substantive evaluation and the amount of funding requested.
Can a single applicant submit multiple grant applications for different projects?
No. A single applicant may submit a maximum of one application per edition of the contest.
How long after the contest results are announced will the awarded grants be disbursed to the winners?
After the winners are selected, a grant agreement will be entered into with each of them. This agreement specifies that the funds will be disbursed within 30 days of the date of its execution. In justified cases, the disbursement deadline may be extended.
What information should you prepare before submitting your application?
To prepare for filling out the application, you should first develop a concept for an initiative that will have a positive (measurable or observable) social impact and align with the project categories specified in the Rules and Regulations.
Do you need to attach any documents to the application?
We encourage you to attach files if they supplement the application. Attachments may include a visualization, a photo of the current state of the site, or a more detailed cost estimate than the one provided in the form. (Photos should not include images of third parties who have not given their consent.)
Does submitting an application guarantee that funding will be awarded? / On what basis is the decision to grant or deny funding made?
Submitting an application does not automatically guarantee funding. The application undergoes a formal review, as specified in the Regulations, which involves verifying the completeness of the application and compliance with requirements, as well as a substantive evaluation. Subsequently, based on a scoring system for both evaluations, a ranking list of projects eligible for funding is created.
Can the funds be used for a purpose other than the one specified in the application?
The beneficiary is required to use the entire amount awarded for the purpose described in the previously submitted application. Any deviations may result in the withdrawal of the awarded grant.
